Chelsea were temporarily reduced to ten players during their 2-0 Carabao Cup victory over Luton Town because Danny Welbeck took more than ten seconds to leave the pitch.
Welbeck, who scored on his Chelsea debut, was being replaced by João Pedro during the second half at Stamford Bridge. The two players embraced as the change was made, before the fourth official prevented Pedro from entering.
The decision prompted confusion among Chelsea’s coaching staff, complaints from the bench and boos from supporters who had attended expecting to watch football involving the usual number of players.
Chelsea had fallen foul of a new substitution rule introduced for the 2026/27 season.
Under the updated Laws of the Game, a player being substituted must leave the field within ten seconds of the board being displayed. Exceptions can be made when departing that quickly is not possible because of an injury or safety concern.
If the player exceeds the limit, the replacement cannot enter until the first stoppage after at least one minute of play has elapsed.
The rule is intended to prevent players from wasting time by slowly walking off the pitch. It achieved this at Stamford Bridge by turning one substitution into a considerably longer administrative process and requiring Chelsea to continue the match with ten men.
Pedro was eventually allowed to enter, receiving sarcastic cheers and applause from the home supporters when the substitution was finally completed.
Chelsea were not fined, charged or otherwise punished after the match. The immediate penalty was simply having one fewer player available while everyone established what had happened.
Welbeck had already given Chelsea the lead in the 50th minute, with a Hakeem Odoffin own goal later completing the victory. The incident therefore had little effect beyond introducing players, staff and supporters to a rule they are now considerably less likely to forget.
